Earl
From Pieno to Poille, Earls are the last true piece of noble power in the southern nations. While the Kings are mere figureheads and scapegoats for the parliaments, the Earls have a clear duty and level of control over their people. From decisions as small as where to put a well, all the way up to delivering votes in an election, they shape the lives of their nations.
Duties
To collect the vital information pertaining to the villages and households of their region.
To be the first point of contact between the citizens and their state.
To arbitrate on local matters.
To be a representative of their population.
Responsibilities
Collecting and reporting their census to the parliament.
Appointing the local council.
Communicating with Guilds.

Grounds for Removal/Dismissal
If the head of household is not performing their duties, then they can be deposed by the parliament. If the entire household shows corruption, then the parliament can demand the king revoke their title and grant it to another local family.

How often are Earls removed? It seems like an unusual occurrence given it requires an act of parliament so I imagine Earls can get away with a lot. And is the institution pretty much the same across the southern nations or is there some regional variance?
In Poille they are frequently shifted around and deposed as the cult of Charmos rewards their members and stacks the government with their own. It's a Hereditary position, going to either the eldest child, or eldest house member, depending on the government.
