Provincial Charter

Hope, freedom, and life. This is the way that life should be led, with all those who reside within the province being protected by these goals. Each citizen, no matter how new to the Province, should be afforded the same ability to exist as those who have resided here their whole lives.

The Provincial Charter was the document that defined the region of the Daunka Shore as a new nation known as the Daunka Province. It was the document that conferred the Founding of the Daunka Province and its succession from the Ossalimarian Empire.
 

Description

The original version of the Provincial Charter was written upon a piece of parchment and signed by all members of both the First Provincial Court and Queen Ashlan Ossalimar. It was a decree that allowed the former region of the Ossalimarian Empire to become its own nation under the power of the Court. While the first version of the charter still remains in Ulvrahill, many reproductions now appear in all governmental buildings throughout the Province, to remind everyone of how they should live, and the freedoms they possess.

Content

This section contains a general outline of the contents of the Provincial Charter. While there have been many key articles that were developed for the creation of the Charter, over the years, there have been several additions and amendments, which have also been noted below.
 

Articles 1 to 12

The first twelve articles set out a definition of what it means for the Daunka Province to exist. It also helped to define the rules and regulations that each person would be asked to follow, a legal system for fairness among citizens.   Articles 1 and 2 lay out the proceedings for how the government of the Province would work. Twelve representatives elected from local hubs every two years, one Prefector who has a Seven Year term. This was not a kingdom.   Articles 3 to 9 define the freedoms and legal system that would be followed. They also defined that no one person is above the law, even the Prefector. They also defined the protections for each citizen and who is regarded as a citizen.   Articles 10, 11, and 12 were written to define the power of guilds, merchants, and nobility. It set boundaries on the limits of their power and set forth what aspects of society they were allowed to help influence and shape.

Articles 13 and 14

Articles 13 and 14 were key in the process of developing the separation and restrictions that were set up between the Province and the Ossalimarian Empire. Each of them were clear proceedings that has kept their relationship civil, regardless of the feelings or new leadership on either side.   Article 13 declared that the Empire would define the Province as a separate state, no longer a part of their influence. In this it agreed to a 150 year ceasefire, upon which time the Empire may not try to take lands from the Province. Additionally, the Empire were not allowed to send mercenaries and spies to gather information from the Province, under penalty of reparations and the individual's life.   Articl 14 confirmed the ceasefire on the end of the Province and also set forth their diplomatic friendship and trade relations. All leaders of the Province and Empire should communicate upon the time that they took office as a peace offering to the other leadership. Additionally, the Province would continue to share fair borders with the Empire.

Key Amendments

There have been 7 amendments that have been integrated into the Provincial Charter. Each of these have added or changed something in regards to the Charter. However, two of them have been very influential.   In 709 AR, Amendment 4 was brought into the Charter through the enforced might of Seven of the Court and the Prefector. It created a core agreement that allows the Empire and Province to share the joint village of Little Allherra. This was one of the greatest agreements, but also enforced a key alignment with the Empire.   The latest amendment was in 751 AR upon the conclusion of the ceasefire with the Empire. Amendment 7 was designed to define a military structure for the Province. It set in force that the Prefector was the Commander of the armies, but that there would be three Generals whose sole focus was the protection of the realm through both conquest, if needed, and local protections.
 

History

The idea for creating a new nation first sprouted in the minds of several powerful figures within the Daunka Shore by 572 AR. By 578 AR, it had become a full blown rebellious group that wanted freedom from the religious and diplomatic oppression of the Ossalimarian Empire. This led to the Religious Rebellion starting in 579 AR, giving rise to the possibility of a new nation.   As the rebellion moved on, several keen writers and diplomats started to draft the idea of a charter, something to define a new nation should the rebellion succeed. The first draft of the Provincial Charter was produced by Lerrian Goldsmane in 796 AR to start the process of drafting such a document. Several other writers helped to define the document further and further over the next 5 years until the final draft was signed in 601 AR at the Founding of the Daunka Province.   Over the next 150 years, the Charter has defined what it means to be a part of the Province. It also has been altered and changed 7 times under the accords of its own articles to grow alongside the needs of the Province. Each time a amendment was made, there was some turmoil and a copy of the Charter was sent to the Ossalimarian Empire to ensure that the Charter was still at the forefront of their mind.
