The only clear thing is his loyalty to the crown, as he leads the Queen's Enquiry.
Legends abound of him taking in condemned prisoners and having them work for him as Enquirers. Whether out of pity, generosity or to simply employ those who are hopeless and violent, noone is sure.
Another common rumour is that he was the first winner of the Royal contest (the first of which took place in 1511 DR), but was severly injured in a campaign against the Cormyn army.
