Founding

The first government organization dedicated to the study and containment of Outsiders is formed in the Montreal metroplex.

WATCHTOWER, a multi-national organization, is founded within the Montreal metroplex. They soon expand to establish chapter houses across North America, with the stated mission to study, control and contain threats caused by the Bleed and Outsiders. Contracts are negotiated with local governments to operate within their territory, and funding is quickly diverted to expand WATCHTOWER’s influence further.
