Several states around the Great Lakes break away from central US Governement to form the Great Lakes Compact.

Great Lakes Compact secedes from the USA, becoming one of the chief controllers of fresh water in North America. The gambit succeeds largely due to financial backing from a multinational energy conglomerate that would later become the Apollo Combine. Headquartered in Toronto, they maintain tenuous relations with Washington and control a lions share of the fresh water supply in North America.
