Headquartered in Los Angeles, the Accord seizes control of the metroplexes in Seattle, San Francisco and Vancouver, dominating sea trade on the western coast and tightly controlling incoming shipping from China and Japan. Washington cannot fight a war on two fronts and agrees to let them go provided the shipping corridors remain open.
