Neo Vegas and the Cascadian Accord

Neo Vegas shares a border and a tenuous alliance with the Cascadian Accord, the collective corpostates that control the West Coast of the former United States (and part of Canada as well.)
  Neo Vegas is well-fed by the Accord; Accord tourists are welcome to travel freely to Neo Vegas to indulge in all their dark desires. Travel into the Accord, however, is tightly controlled. Non-citizens need to be properly processed before they can be admitted to the megacities sprawling across the flooded foundations of old Los Angeles, and many applicants are often denied for spurious reasons, leaving them with little choice but to abandon their attempts to go West, or to rely on the Coyote Confederation to smuggle them in and supply them with the false documents needed to start life anew in the Golden State.
  Once you’re inside the Accord, however, life moves a little differently than it does in Neo Vegas. Industry and shipping booms along the West Coast, and the massive cargo ships plying the sea lanes between California, China and Japan are countless (though Australia’s sequestering has left a hole in their shipping timetables they’ve yet to properly fill.) Massive greenhouses and solar farms cover the vast hills outside of the metroplexes, vying for sunlight that hasn’t been choked out by the dense layers of smog brought about by Santopitar heavy industry.
  Despite its name, the Accord is persistently wracked with conflict. Corporate wars flare regularly in the streets and the badlands beyond the city limits. The highest echelons of Upper Angeles society are locked in a ruthless power struggle, making brisk business for talented assassins and quick graves for hapless bodyguards. Several districts have been given over to Chimera Internationale to steward, giving them free rein to conduct as many “social experiments” as they see fit within the burgs of San Diego. The Apollo Combine owns most of the shipyards that field the fleets connecting the Accord to the rest of the world, and Paladin Security hires out marines to any ship captain seeking protection from the merciless pirates of the Pacific.
  In exchange for the rather one-sided visa situation with the Accord, Neo Vegas receives the enthusiastic protection of the Accord’s private army, which was instrumental in repelling the Free Stater’s annexation of the state. Corporate oligarchs from the Accord continue to pour their credits into Nevada, and they have a vested interest in keeping their investments safe. They also find it convenient to keep a buffer zone between the Accord and the Free States, and Neo Vegas fits that role nicely.
