Multiverse
Held together by cosmic forces and arcane magic, the Nebula is a collection of small universes. Any collection of universes could be considered a multiverse. Usually they are used as a framing device in storytelling to contrast the differences between our world and another world, sometimes they are used to tell stories about parallel timelines.
In this setting, it is used to explore a wide variety of worlds and to see the interactions between them. More radical extremes can be used, geographically and theming wise. Combined with the smaller worlds, much of the scope is preserved to a smaller scale. Worldbuilding can developed on a mile to mile basis instead of planet to planet.

Essentials to Understanding the Multiverse
There are a few preconceptions that come from other popular TTRPGs that could cause confusion when applied to the Nebula. The following contrasts are listed for those who have dabbled in different multiverses native to other game systems.Every plane that exists is contained within the Nebula.
The Hells, the Elemental Planes, the Heavens and homesteads of the Gods are all contained within the Nebula and travel between the planes does not exclude travel to these planes of existence.
Inter- and Intra Planar Spells retain their limitations.
Teleportation is limited to travel inside of a plane and plane shift allows travel between planes, and much is the same within the Nebula. Despite travelers being capable of traveling on foot between shards, the shards still constitute separate planes. Shards linked together in a Realm can feasibly enable a normal teleportation.
Cosmic Wars relevant to other Multiverses do not apply.
There are several cosmic wars and overarching stories that are written into the lore of particular multiverses such as "The Blood War" or wars between Pantheons. Though several worlds have been stolen, they have been isolated from the wars of their old multiverse. One of the wars revelant to the Nebula is the Wizwar, a terrible conflict between Archmages at center of the Nebula.
