Nation of Francina (Far-seen-uh)
The breadbasket of the Empire and very proud of it. Their aqueduct system is legendary as well as their system of canals running from one side of the nation to the other. They pride themselves on not just their agriculture but also their art. Everyone in the agricultural market is also an artist of some description. It is common belief that a strong mind can equal a strong body. Art in all its forms is taught at agricultural colleges in the region.
Their capital is known as Briarwood, an island city in the middle of the largest river on the continent. Their buildings are built to withstand the frequent earthquakes in the region. They are short and supported by large bundles of logs on both the foundation and exterior support. Briarwood is mainly populated by humans and furbolgs. They don’t have much exposure to the outside world even though they were conquered by the Solarian Empire.
Ruled by Jarl Oliver Tap, Master of the Fields, the shifter human is far from comfortable in his position but is Jarl nonetheless. He relies heavily on his brother, Duke Arbone Tap. He has dreams of Empire but knows he has to answer to the Solarian Empire at the end of the day.

Structure
Farcina used to have a multinational nation spanning empire after overthrowing a corrupt aristocracy and becoming a full dictatorship. During their decline they were conqured by the Solarian Empire. The highest Authority in the land became a Jarl rather than an Emperor.
Rule still comes from the top down, the Jarl Oliver Tap. Followed by the 2nd Consul, Duke Arborn Tap and 3rd Consul Baroness Marie Crench. Bellow the Consuls are the Senate, Assembly and Chamber of Representitives. The Senate are appointed by the 2nd Consul to draft bills to be approved by the Assembly who are appointed by the 3rd Consul. But both are beholdent to the veto of the Jarl. Representatives are elected Mayors who are supposed to send their conserns to the other two chambers but are mostly for enforcing the laws of the Consuls among the people.
Culture
Farcinians have lived under many opressive governments and faced half a dozen of violent revolutions, especially within the Capital of Briarwood. Most recently they were conqured by the Solarian Empire who installed the Mayor of Briarwood as the Jarl as nobody could come to an agreement inside the government. There is a big divide between the other cities and the Capital. Briarwood is much more upscale and urban. It's where all the wealthiest people in the country live. Outside of Briarwood, life has been mostly unchanged for the average farmer of the land. Though with Solarian puppets in the government, everyone is less hungry. Everyone is used to harsh times and selfgovernance, having little patience for any kind of "authorities of the crown" that there may be. However a new planter class is rising as wheat plantations begin to gain more and more influence in local affairs.
Public Agenda
The Consulate of Farcina has a cyclical process for creating laws. In theory, the people are in control of the law making process. There has recently, however, been a distance growing between the officials and the people. Priority has been slowly pushing towards the upper class making money and corruption is rampant. Lower class folk have been turning to small scale organized crime to both protect themselves and gain some measure of power against the government that has increasingly become deft to their issues.
Assets
Farcina is well known for its vast grain fields. So their main asset is the grain supply and harvest. Their farming infrastructure is second to none and most towns are capable of large scale production of grain, particularly in Sorbent. Their military has been lacking since their days of Empire but Duke Arborn Tap has been secretly amassing arms and funds for military expantion.
