For nearly a decade, the new Emperor Romanus commanded his fledgling empire though the Merchant Guilds that once vied for control of the Kingdom of Westeria - the imperial heartland - before retracting their power over fears of their influence over the economy; the power to shift the ebb and flow of money being all too much to leave outside of imperial hands.
