Gleim
Gleim is separated into different districts, each ruled by one of the Merchant Lords.
The Five Districts of Gleim
Market District is located on the second level of the city and spans all the way from Ocean all the way to the Gate. As the center of the city it has access to all the different districts. Guild District spans the North side of the city on the third level. It is notable for the large guild halls, circular towers that stretch high into the air. Ocean District is located mostly over the water, connected by wooden bridges going from one section to another. There are two inns located here as well as multiple taverns. This is the only way into the city for people not from Leitha Ndor. Fishing boats can be found all over the ocean district and the wooden pathways are littered with large gaping holes used to net crabs and lobsters and other such sea-fare. The Gate District is notable for the huge stone gate and wall that separates the city from the wilds. Only natives are allowed to cross through the gate, most outsiders aren't even allowed into the district. Garden District is a bit different from the rest of the city, it was built along the South section of the wall and is found on all three levels of the city. This corner of the city is where the more wealthy folk build their homes and is filled with parks, gardens, and outdoor pools. The Second level of the Garden district is the Temple Row, the gardens here stretch all the way from the Ocean to the Gate and are filled with statues and shrines dedicated to all the different gods. There are no official temples in Gleim but a few dedicated priests from Atone have carved out a small space for a chapel to do their preaching and tend to their flocks.Demographics

Government
Gleim is run by the Merchant Lords, each lord ruling over a different section of the city. They rarely overlap, and when something effects the whole of the city they will gather to discuss it and reach.
Infrastructure
Gleim is a strangely built city, where most cities build out Gleim built up. You would expect to see something like this in a forest supported by masive trees but the Tabaxi who created it chose to support it by massive posts and stilts instead. Tabaxi cities usually don't build stairs or ladders since they use just scale the posts and drop down ropes for any non-tabaxi visitors. Over the years when more and more non-tabaxi moved into the city ladders and the occational staircase were added for ease of access although the old ropes can still be found draped from poles all over the city, although they are mostly unusuable now and are more of a testimant to days past then a plausable means of travel. The city is built on three different levels overlapping each other and connected by wooden bridges and sturdy stone pillars. The city stretches out over the ocean instead of heading further inland, the ocean district dotted with ships from all over mirth.

I would suggest with the creation of pulleys some of the wealthier households in the city have begun to use various types of elevators, like large baskets hoist travelers up or bring them down from one level of the city to another, or a wooden manufactured elevator structure.
