After the Herrodian War
After the Herrodian War, the New Empire arose out of the Confederacy of Kingdoms. Desperate to stop another conqueror from destroying so much of the Kingdoms, the CoK decided that they needed a central government and ruler who could demand troops and resources from the nations. They thought that a single leader would be able to provide stability far greater than that of the weak economic and religious unification which had held them together since the time of Anaxaneas.
