Sarth

The empire of Sarth and its inhabitants , were the ancient civilisation of the continent of Noria before The great Disaster destroyed most of the continent and killed all its residents.    

Political Organization

  The empire of Sarth was governed in a dualistic model where two groups shared the governing, judicial and executive functions. On one hand, there were The Lords of Sarth as a representative for the so-called earthly matters of the country. This included economical, social and foreign policies that were not related to magic. On the other hander, there was theSchool of Sarth, responsible for all magical matters.  

The Governing Procedure

  The governing procedure to adopt any kind of authoritative text or policy in Sarth was split in a proposal phase, an advisory phase and an decisive phase. In the proposal phase, representatives of both groups and even common folk could propose legal measures. These proposals were then compared to the current list of policies by an panel composed by the Lords. If deemed realistic an advisory panel from the School or the Lords (in magical respectively earthly matters), or even both together, gave a formal advisory opinion on the proposal. Afterwards a deciding panel of twenty people voted on the adoption of the proposal. These twenty people consisted of ten persons of each group of the dualistic model and were appointed by the School's or the Lord's own procedures. If twelve of the twenty voters consented to a measure, it was officially adopted.  

The Executive and Judicial Functions

  After the adoption of a global governing measure it was communicated to the regions and executed by the regional governments and authorities, which also were organized in a dualistic model. In case of a dispute or an offence, parties and authorities could bring the problem to a low regional court and appeal at the high national court. The judicial procedure was similar to the governing procedure. Both the low and the high court had advisory and decisive panels that advised and judged on disputes like they did on proposals in the governing procedure.  

Economy and Magic

  Sarth was a free economy, meaning that everyone could practice trade and production in whatever they wanted, provided it was not declared illegal or regulated by magical matters. Trading rights or people's rights didn't exist, contrary to the system used by, for example, the Union of the Six Cities of Noria or The Kingdom of Durgham.   Magic on the other hand was allowed, but regulated by the School of Sarth. To practice magic, you needed to have a certificate handed out by the University of Arth which was organised by the School. Usually it was required to follow an educational program at Arth to obtain a certificate for one or several types of magic. Foreigners trained in other continents of the world could obtain a certificate by passing a test of equivalence. Even when having a certificate, some uses of magic remained forbidden unless given explicit approval by the School, like necromancy for example.
