Sakaton
Sakaton is known as "The City of Freedom" within its borders and "The Pirate City" everywhere else. Both, perhaps, are accurate due to Sakaton being the only port in the entire south with no restrictions on who may drop anchor, be they merchant, mercenary or, most likely, pirate. Originally this city was little more than an outpost belonging to Raetia, work was started on a great canal to connect Lake Raetia to the sea and grant the lakefaring nation access to the untapped natural resources and various trading partners dotting the Southern coast. However after the local authority began allowing pirate crews to drop anchor in the makeshift port it quickly became an attractive refuge for all who plundered the South Sea. Over the next three decades canal construction slowed to a stop as pirate crews slowly began to outnumber the Raetians living in the settlement until Actreum finally decides that trying to manage Sakaton is more trouble than it was worth, and declared it "not their problem". Today Sakaton is made of endless wooden boardwalks sprawling over the shipyards and stone foundations laid by Raetia years ago, under the watchful eye of a great, if crude, statue to the patron god of the city, the shapeshifter Dontris, proudly identifying the only place in the South where the masked god is worshipped openly. This shared faith in Dontris and the belief in their penchant for disguising themselves as a mortal that has led to a culture of honour among thieves, and a strange parody of community spirit among the city's residents. Of course, these are more guidelines than actual rules, per se. Although no central authority exists in the city any who value their necks know not to cross the Silver Wyrm fleet or their legendary captain, Yewen the Faceless.
