Stelli

Stelli is a mild narcotic usually smoked through a pipe. Its effects are common with other opium-like narcotics, with the included side-effect that it numbs psychic feedback. For this reason, it is particularly popular among House Voldr. Many telepaths find that most of the appeal of stelli comes from its ability to "silence the ambient noise" of other minds.  

Controlled Status

Upon Mordecai's death in 461 EC via "wasting illness," there was a marked backlash against recreational drug use. Emperor Markeidos, cracked down on trade of such substances and outright banned several of them, declaring them the harbor of a weak mind. Stelli, in particular, has been banned from consumption in public, but Markeidos could not ban consumption and trade altogether or risk retaliation from House Voldr, most likely in the form of an assassin's blade.   Since then, most provinces can choose how strictly they enforce Markeidos’ bans. Most at least make a token effort to restrict sale (leading to increased traffic in the black markets in those areas), whereas the Vale flatly ignores the ban out of hand.
