Freestate of Saratoga
A collection of islands are loosely banded together in an anarchic commune. On the isles the strong rule over the weak, the wealthy over the poor but everyone experiences the ultimate freedom.
There is no formal government and there are no laws. The island is governed by the great families and they exert the most power. In the interest of business they some semblance of order and negotiate with foreign powers for the good of all.
The defacto capital of the Freestate is Port Reaf.
