Governor
Governors are the highest local authority in a city.
Governors have four primary responsibilities;
I. Representing the territories' land owners and their interests.
II. Ensuring that laws are enforced and obeyed, exerting control of crown-mandated security forces.
III. Establishing budgets for territorial services, including tithing to the crown.
IV. Appoint judges and other local officials to fill vacancies in the territory.
V. Above all, maintaining order and citizen well-being.
One lunar cycle a year, during the start of the summer season, all the Governors head toward the Royal Magisterium and meet to discuss significant issues. While many issues are discussed, the top four issues at the forefront of the rulers' minds are food security, gold inflation, barbarian incursions, and wererats. The talks are headed by the Head Governor, selected from those gathered. The Head Governor is responsible for communicating with the King what his Governors require to protect and help the people under his banner. The current Governors are:

Requirements
Anyone above the age of 30 for humans or race equivalent can be appointed as Governor. Must show control of a region and be recognized by the King.
Appointment
Governor can be appointed by the King directly when first creating the position in the region. Afterward, the Governor has a mandate of 1 year and can construct a system to choose the next Governor.
Duties
To perform taxation duties and send proceeds to the capital and administer the lands.
Responsibilities
A Governor's main goal is improving citizen welfare to continue taxation.
Benefits
Governors recieve a fraction of the taxes they collect as compensation for their labor.
Accoutrements & Equipment
Governors often live very comfortably and can afford the finest in personal comfort and protection. A home that has many aristocratic items within probably belongs to a Governor.
Grounds for Removal/Dismissal
The king can remove a Governor from power through a decree, for gross incompetence. Once the decree is sent out the Governor is stripped of all earthly possessions and exiled to the south of the isle, usually beyond the Forbidden Woods.
