Dolores Muwanga
Dolores Muwanga (2155-2268 CE) was a female Human politician that served as President of the United Nations of Earth from 2200-2230 CE. Born in the city of London on Earth, Muwanga became one of the most important political figures in Human history. Elected to the office of President of the UNE at the dawn of faster-than-light travel, she was unexpectedly thrust into multiple first contact scenarios, including both the Scyldari Confederacy and the Tzynn Empire. She oversaw the expansion of Human civilisation from a single solar system to a multiplanetary empire, and in the process, won an unprecedented three terms in office. Muwanga is consistently rated by historians as the most significant and influential President of the United Nations since the office's inception in 2131 CE.

Dolores Muwanga was born in the city of London, United Kingdom, European Union on Earth in 2155 CE. Her parents were wealthy migrants from the African Union who had founded and then sold a major telecommunications company based around Lake Victoria. She attended a private primary and secondary school in London, then graduated from Oxford University in 2177 CE with a master's degree in politics and economics.
During her time in university, Muwanga had become involved with politics, becoming an activist for the short-lived political party 'Change!', before its dissolution in 2176 CE. Following her completion of her degree, she found a position in UN Civil Intelligence. Although Earth's intelligence services had atrophied in the absence of any foreign adversary, they were instrumental in counter-insurgency operations in Africa, South America, and Asia. Muwanga was assigned to work as a political analyst at Vauxhall Cross in London. Most of her work involved studying political trends in the European and African Unions, examining emerging political parties and the cultural zeitgeist of the time.
The rebellion of Colonel Edward Tetchu in late 2187 CE caught the UNE security apparatus by surprise. Although the Colonel's forces were defeated after a lengthy campaign in early 2188 CE, UN Civil Intelligence was called to answer for their inability to forsee the uprising. While Muwanga was working on European analysis at the time, the significant disruptions and reorganisations of UNCI caused her to resign in early 2190 CE.
Almost immediately after quitting the UNCI, Muwanga moved into politics. She joined the United Earth Party, which at the time was a relatively new party focused on strengthening the insitutions of the United Nations. Her ability to analyse political currents gave her a strong edge in politics, but she didn't run for election. Instead, she worked as a party insider, trading political secrets and building up a network of contacts both within and without the UEP. By the end of the decade, she had firmly established herself as a major power broker within the UEP, and many expected her to make a run for Secretary-General.
Instead, Muwanga used her influence within the UEP to get herself nominated as the candidate for President. The 2190 and 2195 legislative elections had resulted in the United Earth Party becoming the third-largest in the General Assembly, and the only one that wasn't connected to either of the controversial Bowden and Roy administrations. This, combined with several key alliances with other parties, saw Muwanga run for president against the incumbent Elise Roy. Despite winning a majority of the first-choice vote, Roy lost the overall election when later preferences were counted.
