The Owls of Athena
The Owls of Athena are a faction of covert agents who work proactively to ensure peace is kept throughout the region of Central Midasfjall. The owls were formed in the wake of the recent war between the humans and dwarves which ended with the extinction of the dwarven Clan Steelkeg, their purpose is to seek out individuals or organisations who plan to destabilise the various governments in the region and proactively neutralise the threat. The members of the Owls of Athena have embassies in every city in The Kingdom of Illargos as well as an embassy in the dwarven clan-forts of Volun'Kaer and Khazad'Raan, one in the elven city of Twinleaf Mott, and another located in The Arid Nexus.
Structure
The Owls of Athena are based in embassies which are spread across the various states of Central Midasfjall, the head of each embassy answers to an individual chosen by their state rulers to represent their state on a council of the highest ranked members of the Owls. The council of Owls meet in secret to share information between states and decide what actions if any must be taken to ensure the prosperity of the region's cities. Agents of the Owls of Athena are sorted into two classes: spies and enforcers. Spies are inconspicuous individuals who's job it is to listen out for rumours of conspiracies and investigate any that could turn into a potential threat to the stability of a city or government, they are trained to infiltrate radical groups and report on their plotting from within. Enforcers are the troops that the Owls of Athena use to arrest conspirators, they are made up of hardy warriors who are trained to work in small strike squads to eliminate enemy nests.

Culture
The members of the Owls of Athena are separated into two main types, enforcers and spies. The enforcers have a more team orientated mentality, working together as part of squads whereas the spies work independently. There is a slight friction between the enforcers and spies due to the separate group's moralities; spies must forsake some of their morals in order to infiltrate radical groups to gather information which the 'do-gooder' mentality of the enforcers doesn't agree with. Despite this the enforcers begrudgingly agree that what the spies do is for the greater good, as the information they send back to the enforcers is what allows them to work so effectively.
Public Agenda
The Owls of Athena work to defend the peace of civilisation believing this to be the highest calling one can answer, they employ agents to listen out for rumours of conspiracy and infiltrate radical organisations in order to call down the enforcers on them, proactively putting an end to any threat to society.
History
The Owls of Athena is a relatively new organisation having only been founded in 1392 as a result of the peace between the dwarven clans and The Kingdom of Illargos. The organisation was established as a result of a meeting between King Tormund Volnarios and Clan Chief Roran Stronghammer. The meeting itself was private so the public record of events can only speculate on what occurred, but it is thought that King Tormund brought forth information regarding the manipulation of Clan Chief Baranor, the Clan Chief of Clan Steelkeg, leading him to order attacks on human settlers which caused the last King of Illargos, Hafthor Volnarios, to declare war on the dwarven clans. Shortly after the meeting arrangements were made for embassies to be built in Illiad and Volun'Kaer and the council of Owls to be founded, with each state putting forward an elected ambassador to represent themselves on their leader's behalf. In present times, the human and dwarven representatives are joined by a representative of the halflings of The Kingdom of Illargos, the elves of The Brightgreen Isle, and the tieflings of the The Arid Nexus, with embassies having been established in at least one city of those states.
