This is a world in decline. The Imperium has dominated half the world for hundreds of years, slowing expanding, headed by the elusive emperor. However now it is a shell contracting in on itself, slowly rotting around the edges.
This campaign is set in the region of Mayrohg, a quintessential victim of The Rot, one of the last additions to the Imperium and one of the hardest hit by its collapse on the fringes of its extent.
