Pallin Tar

Pallin Tar is a fairly metropolitan city, although it does play host to the largest dwarf population in the world. Any group who can see in the dark of the tunnels can find a community here. The population does also tend to favor shorter people, since the city was originally designed for dwarves.

The city government is controlled by the Counsellor of Pallin Tar from the Monarchal council. The Counsellor balances their duties from the council and city with their own council that reflects the Velusi council. Each district has their own representative and they discuss the needs of the city and bring them to the Councilor.

Pallin Tar was built to fight off dragons. Steel walls sit inside the dirt outside the city and the entrances are rare and easily defended.

Pallin Tar exists as a three dimensional city, with 4 main levels, each spaced about 200 feet apart

Each of the 4 levels is considered a district. They act semi-autonomous but all fall under the umbrella of the same Counsellor.
Zenith: The top. Metaphorically and physically, Zenith is located at the peak of of the mountain and is where the powerful make their home. A popular tourist location, it plays host to the national and city political figures.
Carín: The thinkers. This is where the academics make their home, especially artifice. One of the largest repositories of knowledge in the world, it has a wizarding college, bard and artifice college all ready to learn the secrets of the universe.
Nadus: Downtown. Sometimes, you need a drink. Nadus is the place for festivals, street vendors, bars, anyway (in the public square) that you relax can be found here.
Mōt: The work. The site of industry, where the natural resources required to keep the city running come from.

Pallin Tar was originally a citadel in the Dragon War. Once Drafux was slain, the hole his hoard was stored in was used as a bastion against the rest of the red dragons. This bastion became known as Pallin Tar, The Walls of Hope. Once the Dragon War ended and Velus began manifesting the rest of their land, it became the hub of activity
