Parm
The fortress city of Parm, the Souths most defensive city, and the front line of the previous war with the Northern Empire, has stood for centuries. Some claim it stood even before the Starfall, though given how hard it is to find information about that time, no one can be sure. It primarily houses humans, although dwarves, gnomes and halfings are not an uncommon sight here. Elves tend to avoid the city, even those who have grown tired of the nomadic lifestyle of their peers tend to travel to Tull or one of the smaller settlements, rather than live in Parm. Over the centuries, Parm and the Elvish clans have clashed many times, with Elvish raiders burning many of the smaller settlements down, or roaming Parms lands as bandits. Parm in turn committed borderline genocide of some tribes, soldiers killing without remorse or restraint. This conflict, while ended, continues to have influence on their relationship to this day. Nevertheless, they are working together, however begrudgingly, to combat the North.
Parm has mostly strong ties with Tull, though many hold some distaste for the arrogance of the Tullian Humans, who seem to think they are superior to all other races and peoples. They nevertheless have been granted the use of devices, with one in particular used to help manage the defense of the great city. This Device allows the cities walls to move, allowing the gates to shut, the defense to shift position, and be brought to bear faster than anything that any other city, allowing them to repel attacks from all sides quickly and easily.
Parm is mostly led by a parliament in times of peace, headed by a Grand Duke, While during times of war, a General takes charge. The current leader is General Marcus, a distinguished veteran of many battles and campaigns, including The Bloody Days. Under his leadership, the city is a bastian that is seen as near impossible to breach, and his knowledge of tactics second to none. Some of his enemies even begrudingly regard him as the one of the greatest tacticians alive. He has implemented a strict rationing system for the time being, as the Heartlands is still developing into usable farmland, and supplies continue to be tight since Renais transformation into the Salt.
Structure
An elected council of ministers handles most of the day to day politics, with a High Minister standing above them. Five families vie for this position, with the one who has performed the greatest deeds for the city, through politicals, deeds or economically. These High Ministers may not serve in government during war. The current High minister is Amrial Oathblade, a former War Hero turned politician.
Ministers are discouraged from banding together as parties or groups, as Parm has seen that lead to corruption and pettiness, while individuals are less likely to be influenced by a fear of losing a position within their party instead of the city itself. Thus far, this appears to have worked, as while corrupt Ministers can and do happen, they are inevitably run out, and executed.
Culture
They are a free city in more than name. Anyone is welcome, and the culture within the city shows it, a grand mixture of people from all over who have settled here. Provided someone lives within the City or its environs, and drums up enough support from residents who have lived there for at least 6 months, they can become one of the ministers that govern.
Parm is widely considered the "happiest" city in the Isles, although it has fallen on hard times with the fall of Renai, its primary trade partner and supplier of food.
