The Blackpath Coalition
The Blackpath Coalition is a group of loosely organized and affiliated criminal groups, smuggling syndicates, assassin guilds, mercenary bands, roving privateers, and more. It is a greatly respected and feared organization that the Empire has sought to exterminate for hundreds of years. Yet this collection of wayward and scraggly criminals and misfits spans the Material Plane much like the Empire that hunts it, and wields power that dictates the ebbs and flows of trade, commerce, finance and business in the shadowy recesses of every Imperial City.
Structure
The organizational struccture of the Blackpath Coalition is one of relative simplicity. Five 'noble' crime families rule over their subjects and associated criminal and also oftentimes legitimate enterprises, ruling the organization as a collective group, each head of house getting a single vote on matters of import. One head of a family at a time is the Lord of the Coalition as a whole and is it's face. They maintain this position until they are voted out by a unanimous vote of the other houses including their own, or are killed or otherwise disposed.
The structure of the Blackpath Five and its inhabitants are this.
House Novis: House Novis are the house most concerned with naval/water enterprises. They operate one of the largest Imperial recognized indepentend shipping companies in the world. Along with this they engage in rampant smuggling of all sorts of illicit goods.
House Gruin: House Gruin is concerned mostly with the smuggling, manufacturing, sale, and reproduction of weapons and armor of all kinda. Firearms, blades, armors, cannons, vehicles. They claim to be the masters of this with their generational family talent and knowledge that is passed down from generation to generation.
House Justar: House Justar is involved in the business of land smuggling, including but not limited to illegal substances, weapons and armor, and even people. In fact people is their speciality. That, as well as safehouses, which are essentially everywhere upon every continent for a Coalition member to utilize.
House Oraha: House Oraha is one of the more eccentric houses, concerning themselves with excavation, studying, cataloguing, utilizing, reproducing, and smuggling/selling items, processes, technologies, substances, weapons and armors of extraplanar origins. Furthermore, they also do reproduction and selling/smuggling of alchemical and chemical substances. Potions, drugs, spell scrolls, magic items, and more.
House Faramore: House Faramore concerns itself with what it sees as the next frontier, the extraplanar travel and shipping of goods. Known for their unique and extremely effective albeit expensive services and procedures, this house is worried with shipping and storing goods via complex and unique processes that involve other planes. Additionally, they are highly adept at airship travel and smuggling goods this way for further reach and accessibiltiy to clientele.
Culture
The culture of the Coalition is no more one simple answer than it is five unique families. Each family provides a unique culture, view, opinion and idea of how things should be run, and what they value above all other. Some value profit, some value access, others value science and advancement above all others. It is a unique collection of individuals that work together for their own, and each others good. For each family has a thousand year standing, lasting binding that has never been broken, that they would each assist one another, allow one another to use each others services, to share in the profits and benefits that would come from such riches.
As such, the families all work together in a manner that allows them to utilizes each others extensive services and unique qualities, forging contracts of employ, business, and trade with one another that creates a world spanning and self conductive trade/smuggling empire.
Public Agenda
As the Blackpath Coalition is not a public organization, they do not have a public agenda per se. It is known to all inside the organization that the founders wish to maintain the status quo of the Coalition and maintain its profit and power.
Assets
The Coalition's assets are entirely unknown in their finality, but it is believed to be frightening the power that the collective could bring to bear should the entire Coalition decide to wage a war.
History
The Coalition has a storied past of ancient stories, years long, long passed. It is an organization that found its roots in the immediate aftermath of the War of Consolidation waged by Harbinger. This war would see the world be formed into one unified Empire, and the world would never be the same after. The families of old would fall to the background, no longer capable of maintaining such clout and power. Some of the most powerful, with the most potent connections were able to hold on, adapt, and conform, creating strange and often disturbing echoes of themselves in this new and harsh world.
They were reformed, rebirthed, and they found each other, conducting business as it had been but not the same, for the world was not the same. Rules and laws changed, they were no longer the powerhouses they had once had been. They forged a pact, the Blackpath Pact, that as long as the Empire stood, and as long as the Houses treated one another with respect, fair deals, and stayed in their area of trade and smuggling, then they would form a coaltion, a Blackpath Coalition.
Trade & Transport
The Blackpath Coalition utilizes various methodologies of transporting its good, conducted by three of the main houses in it's Council. Houses Novis, Faramore, and Justar all specialtize in the various forms of good smuggling across different mediums, those being sea, air/extraplanar, and ground respectively. They utilize fleets of unmarked, disguised, or otherwise unseeming vehicles with forged papers, licenses and passports to pass checkpoints, go unassumed, and more.
