Havre-Ordure

Once called Havre du Gais (HAV-ruh du-GUY), the undercity of Brillante is now called Havre-Ordure (or-dyur). The City of Delight is now the City of Trash.

Its sprawling, multi-storied city structure made its bones well suited to Brillante's needs, when it was built on top of the crumbling buildings that make up Havre-Ordure.

The residents of Havre-Ordure band together in communities of 20-30 that work together just to scrimp together a place that doesn't have a leaky roof and food that isn't rotted. These communities can range from communal living to incestuous familial colonies (cults) to gangs, but all are disenfranchised and must find a way to survive in such a world as this.

The Fellowship of Hope

One colony has been gaining particular prominence in Havre-Ordure, however. Born in the desperation of the poverty-stricken area, whispers tell of a prophet that offers solace in everyone’s time of need. This prophet claims they are a champion of the people, a warrior that will teach them how to fight off their oppressors… mainly with very sharp, very wicked knives.

The Fellowship of Coeuraraignee (coor-ar-AG-nee) - or the Fellowship of Hope, as it is more often known - preaches solidarity amongst its members, as long as you follow The Heart’s commands. His commands seem to be simple… help those in need, sway more to the cause, and also kidnap any adventurous sorts from ‘up there’ and bring them in to be made example of, just like they do to those who live in these horrid halls.

Those that show particular devotion and talent are trained in the arts of murder by their beloved Heart, becoming deadly assassins.

The Fellowship's ultimate vision that they preach to their followers is that they will build an army that will sweep the city in an ocean of blood, one that they may drink from to finally quench their thirst and silence their hunger.

To outfit this ragtag army, however, they have begun to loan out their followers to those nobles that will pay… this gives them much needed cashflow, as well as eyes and ears inside the plutarchs’ estates. Slowly, the Heart spins their web… soon, they will feast.

The Glowbugs

A group of self taught espionage experts who make a living by blackmailing the upper crust. The highborn are often caught indulging in vices that are considered gauche, even to the highborn - such as picking a lowborn off the streets for a roll in the sheets, or engaging in a craft such as jeweling. If a secret can be found amongst the dark, oft-ignored, candle-lit rooms of Brillantan society, the Glowbugs are like to find it. As such, they worship Incenderre, who they say guides them to the secrets they can use to blackmail the highborns.

The Smoke

Between the cracks of the concrete roads in the marketplace of Brillante, a similar call-and-response of trade takes place in Havre-Ordure. And amongst the normal wares of clothing, food, and tools, is a small shack that backs up on a semi-underground lake and the roads beyond that belongs to a criminal organization known as the Smoke.

Run by the yuan-ti Valiel, the Smoke traffics all sorts of illicit substances, but most prominently shadow sage, which is what their little shop front is mostly used for.

In addition to Valiel, you can usually find Criva, a half-elf, watching the door and throwing out anyone who gets a bit too rowdy. The human Lorn usually watches over anyone imbibing shadow sage to ensure that they don't die within the drug den.

Watching around the area, you might eventually notice a small half-elf child. This is Pip - or Half-pint - and they are the eyes and ears of the Smoke on the street.
