Magic Council
History
The Magic Council traces its origins to the dissolution of the last "Archmage Confederation", approximately 1,900 years ago. After the death of the last Archmage, Veridion the Scholar, it became clear that no single individual could fulfill the role of supreme magical authority. In response to growing conflicts between magical factions and non-magical governments, the Magic Council was established to provide centralized oversight and governance over magical affairs.
Initially, the Council operated as an advisory body, but over centuries, its influence expanded as it became the primary institution for managing disputes, overseeing magical education, and regulating the use of magic across the known world. Today, the Magic Council stands as one of the most powerful institutions, balancing its authority with the mundane governments and the Veil-study institutions.
Place of the Magic Council in the Political System
The Magic Council serves as the executive branch of magical governance and is considered semi-autonomous from mundane governments. While it cooperates with rulers, republics, and other secular bodies, it primarily governs magical affairs, ensuring adherence to the Codex of Magical Ethics and resolving disputes involving mages.
Its authority extends to:
- Regulation of Magic: Licensing and monitoring the use of magic.
- Magical Jurisdiction: Acting as the supreme legal authority in cases involving magical malpractice or inter-faction disputes.
- Diplomatic Role: Acting as a mediator between magical and mundane powers.
The Council operates alongside mundane governments but remains distinct, often acting as a neutral party when magical and non-magical interests collide.
Executive Power
The Magic Council wields executive power through its unique blend of magical and bureaucratic authority. Its decisions are binding across all magical factions and are enforced by the Sentinels of The Veil, an elite force of magically trained enforcers.
Key responsibilities include:
- Policy Implementation: Enforcing the Codex of Magical Ethics and decrees regarding the use of magic.
- Crisis Management: Handling magical crises, including rogue mages, breaches of the Veil, or conflicts with magical creatures.
- Education Oversight: Directing major magical academies and approving curricula for Veil studies.
- Global Coordination: Establishing treaties and accords between magical and mundane governments.
The Council convenes in the Citadel of Aether, a floating fortress-city rumored to be located at one of the Veil’s resonance points. Decisions are made through deliberation, with each member holding equal voting power.
