Valmir, Welkim's Keep

One, may climb high and fall even further.

It floats, like a second sun in the wide iceblue firmament, demanding unwavering attention. Snow white clouds swarm and swirl around, child like and uncaring. Bathing in the ever changing light, emitted by crystaline icy spires. No attention is payed to the winds current. Up there at the pinnacle of the world lies a city unmatched. It's name, Valmir, Welkim's Keep. The city a dancer, the sky her stage. Even to the dark lake below her light travels, turning the waters surface into a myriad of stars.

A birds eye, however, reveals a different view, for it sees not a jewel in the sky, just an abnormality. Its spires not made of ice but a tree foreign to these lands. Their white bark, blinding to the hunter sensitive sight, it's crystalline, light reflecting leaves irritating it's senses. Hidden in the clouds, steel and grime. The surrounding districts grasp onto the mountainous centre, like a fletching to their nest. These dark plateaus covered with disarrayed chaotic and cramped structures, display stark ominous contrasts to their pure surrounding.

Walking amidst the hustling and bustling streets of Valmir is a journey through Luveri itself. Cultures competing with one another, trying to outshine the rest. Each new corner, a new sound of a different language resounds, each step passes a new scholar, craftsmen, artist or mage. It's colourful, loud, chaotic and mesmerising secrets draw you in. Absorbing your attention, disarming your caution and eventually entrance and trap you in its spell.


Government

Money holds great value in Velmir. Not only because of it's trade and art focused culture but is created by design from those in power, turning Velmir into a Plutocracy. The leading factions are different Syndicates, dividing the city amongst each other and splitting the income and areas of influence.

Everyone who enters and wishes to stay in the free city has to sign up with one or be not granted any way shape or form to make a living.

Infrastructure

The only legal ways in and out of the city is through either the flying ship or with a flying mount, like a bird.
Both of these methods are very expensive, so people often lean towards smugglers to get to the flying city.

Once up in the air one has to put up with the winding and claustrophobic streets and city layout. One of Velmir's biggest problems is the amount of space, so the city has several layers stacked on top of each other and bridges and staircases connecting rooftops and balconies.
