The Obsidian Order

The Obsidian Order is the police force of Mornage. Their goal is to achieve unity of the citizenry through any means possible, even if that means silencing any dissenters by way of imprisonment or worse.   They wear dark robes with red filigree around the edges and doff hoods with faceguards depicting different animals, such as boars, wolves, and even dragons.

Structure

At the head of the Obsidian Order is the Emperor, who has control over all aspects of society. Directly beneath him in the chain of command would be the Acusiont, followed by the Levion.   There are two main types of Obsidian Order: The assassins who prowl the streets, capturing or taking out any who foster chaos and disorder within Mornage; and the mages, who perform complex feats of magic to keep their forces under control and keep criminals in line. Each of them train their entire lives to make it to the top of their field, ensuring that only the best are within their ranks.   Making up the majority of the Obsidian Order is their hidden army, which consists of a wide net of regular citizens around the city who have had their memories modified and report on any criminal acts they see. These hidden agents sometimes have breakdowns requiring frequent memory modification to ensure that they are kept useful

Public Agenda

Within the walls of a city such as Mornage, it can be difficult to maintain a sense of order with such disparate areas as those present in the separation of the different disks. Therefore, the Obsidian Order was formed to provide for the welfare of the public.

Assets

Though they have no publicly stated assets, the Obsidian Order have access to whatever they need from the Hyperion treasury. Whether they need weapons, armor, transport, or even empty buildings for carrying out some of their more nefarious activities, they are easily able to acquire it in the name of unity

History

The Obsidian Order was founded several millennia after the founding of Mornage itself. When the city was just getting its start as a robust capital of the world in the Celestial Age, it became especially evident that they needed some sort of protection from malevolent actors both within and without the limits of the city. At first, the organization was created to serve as a police force, ensuring that those who broke the laws were punished accordingly. After quelling an early peasant rebellion within the city, they solidified their position as keepers of law and order within Mornage, and their mere presence was typically enough to serve as a deterrent against crime. Now, they serve as both the hidden police of the city and personal guard of the Emperor.   They underwent elite and intense training with the best martial fighters and wizards of the age, turning them into an extremely effective police force that could help maintain order within the, at the time, small limits of the city, as well as protect it from those who wished it harm from without.   However, as time went on, tales of misdeeds of the Obsidian Order began to surface. Harassment, false imprisonment, torture, eventually leading to assassinations of key political opponents of the government. These tales were largely dismissed as rumors and coincidences by the government, and any allegations were swept aside as simply slander. Mistrust and paranoia spread like wildfire through the nobility, eventually reaching its way to the middle class. The Hyperion Empire chose to use this paranoia and spread further rumors of the Obsidian Order, painting them as invisible soldiers who would kill you as soon as look at you. They were always watching, always waiting for one misstep to be able to step in and arrest you -- or worse.   Now, every upper- and middle-class citizen lives in fear of making a mistake, carefully going about their days to ensure they don't invoke the wrath of the Obsidian Order. The only ones that seem to be able to avoid the widespread paranoia are those within the Lower Disk. While the Obsidian Order make regular patrols of the area, they stick more to the shadows of these areas, allowing the poor and destitute to work out their issues mostly on their own in an effort to avoid putting too much time and money into policing such a large area. When the actions of these individuals threaten the security of the city, they will step in and put a stop to it, but petty offenses are often overlooked.   They make consistent use of modify memory spells for two reasons: First, to ensure any criminals that are getting too bold are brainwashed and can be made into proper members of society; second, to train their hidden army of citizens that blend into society and keep tabs on all those around them. Both of these reasons, however, are to achieve one purpose, which is to maintain control over society without the population realizing.
