Illibrian Government and society

Noble families and noble followers.

The Greater Noble families control approximately 60% of the wealth within the Illibrian systems. The Lesser families control 20% the remainder is spread among private individuals. There are 211 lesser houses. 3191 Titled lesser nobles and 10191 untitled lesser nobles. The lesser nobles are divided roughly equally among the lesser families.

Emperor of the Illibrian Star Imperium - currently none reigning. The last Emperor Molari and his entire family were killed in an explosion caused by a faulty reactor coupling onboard their star yacht. There were no survivors of the subsequent crash landing.

Regent (For when there is no Emperor) currently empty as competing families vie for influence and position.

Nobles of the Great houses hold titles of Baron up to the head of the house who is one of the 36 Archdukes. Nobles of the lessor houses never hold title above rank of Viscount. The subject species representative in the Illibrian Court are nominally ranked as Margrave, and are considered to be of a great house. Only the heads of houses can award or revoke titles of lessor rank to members of their houses or name a heir to their titled position. Only the Emperor can name a new title or position.

Only the Emperor can create any new house. The titles of Archduke and Duke are for the Emperor alone to reward. The Regent is a figure head until a new Emperor is elected from all of the houses. The Regent can freely award titles of Viscount or less. The Regent can freely create lessor houses. The regent can award titles of Margrave and Count with the approval of a 2/3rds vote of the assembled houses. This is done for meritorious service to Illibria and is rare. (Example would be if the oldest noble was a Baron, he could be made a Count and awarded the position of Minister of Protocol.)

Titles and rank can be lost in the following ways:

Honor duel in the court, in the presence of the assembled houses. A person offers a challenge, if accepted the challenged chooses the weapons. A melee weapon is traditional. Paired weapons are carried in a case and presented to the Minister of Protocol. The Minister of Protocol makes sure no one brings in an unchecked weapon. Only ceremonial daggers are allowed to be worn. No energy weapons or ranged weapons are permitted.

The Emperor or Regent along with the Prime Minister provide security to ensure that unauthorized persons are not permitted entry.

A challenge between two nobles who are not house heads, results in the loser losing all rank and titles which are returned to his or her house and then becoming the personal slave of the victor. (example, House A Noble duels one of House B Nobles. The loser is the others slave.)

If a duel involves the head of a house, either house head versus house head, or house head vs non-house head. If the loser is not a house head, that person becomes the slave of the victorious house. If the house head loses, all titles and ranks are forfeit to the victor. The losing house head effectively abolishes his or her house to exile. The victor chooses the place of exile.

In this kind of duel a house head may have a proxy fight, which will be signified as the proxy carrying the blade of the house head. House heads very seldom if ever fight or allow proxies to fight for them. A house head would have to be tricked or have absolute faith he or his proxy would win.

Exiled nobles can regain rank by joining another house, by the Emperor's hand, or winning another challenge. (example, House A duels House B or his proxy. If House B loses House B is absolved and exiled.)

If someone screws up so badly, the Emperor can call upon all the houses to wage war and simply destroy the offending house if said house does not surrender.

If two houses go to war and one has all of its' members killed, that house ceases to exist. All titles go to the Emperor. Though by tradition the victor gains a portion of the vanquished houses' titles. If for some reason a house dies out all titles revert to the Emperor.

Noble Marriage

If a person of a lessor house marries into a greater house they use the greater house name; example Baron Vladimir of house lessor becomes Baron Vladimir lessor of house Greater. Children take the name of the greater house.

If a house head marries up that entire house name is lost.

If two equal ranked houses marry the names are combined. Most nobles end up marrying a non-noble to keep their name, marry another house member, or a person with wealth or fame to increase the house's prestige.

Worlds of Auriga Sector

World populations tend to be on average 80% of the home race and the remaining comprising of various other races from the sector. The exception to this is the ringworld at Praxlis II where roughly equal numbers all all land dwelling races within the sector reside. The aquatic races numbers are unknown.

Illibria- Colonial capital of the Illibrian noble houses. It was ruled by an Emperor until a solar flare disabled the Imperial Yacht causing it to crash with no survivors . The navy placed a non-noble regent in charge. This regent was assassinated shortly afterwards. Now the noble houses vie for control. All noble houses have properties on Illibria. Vigo- Vigon home world. 800 million Vigons. An industrial, high-population world of sprawling, fog-shrouded cities and vast industrial complexes. The world's constitution has recently been suspended "for the duration of the emergency" - the increased border tensions with the neighboring governments. The Vigon government authorities are seeking to halt the illegal flow of arms through Vigo, arms destined for the forces training on Mersea. Oxygen based atmosphere with a high level of ozone and nitrous oxide. Vigo is a bright star bathing it's world wit high radiation and bright light.

Velantia- Velantian , 700 thousand, third planet in system, terrestrial, low gravity, dense atmosphere

Tschai- Numen home world, A world of vast underground caverns and flowing rivers, which honeycomb the planet. The surface is barren with sparse scrub and fauna. Unknown population, no census taken.

Bast Anubus- Bastetan home world, Anubus circles the star Bast. Bast is a member of the three-sun system of Anubus, and once every thousand years Anubus's orbit brings it near to one of Bast's companion stars. The increasing temperature brings drought, famine, and the burning off of most vegetation. Low technological level. Population estimated at several tens of millions.

Tandaloor- Hopper home world, terrestrial planet, 50/50 land to water. Population estimates hundreds of millions due to cannibalistic nature of the hoppers with regards to offspring.

Alpha Arietes- Lithian home world, gravity .83 normal, much lower percentage of heavy elements such as iron, lead, and gold. Three large landmasses covered with jungle. Shallow seas. Excel at electronics, electrostatics, chemistry, optics, and ceramics. Population estimated at hundreds of millions.

Belzagor- Sulidor/Nildor home world, sharply divided between tropical and arctic zones, with no temperate zones. Sulidor in the arctic, Nildor in the tropics. Both share the same language communications. Population unknown, no census yet taken.

Tran-kyai- Skitter home world, covered with a shallow frozen ocean dotted with archipelagos of small islands. The average temperature is -15C, but ranges to -100C toward the poles. The winds blow constantly and can achieve velocities of up to 300 KPH. Population estimated at tens of millions.

Athshe- Athshean home world, largely covered with water, scattered archipelagos to the south, five large landmasses covering a 2500 kilometer arc in the northern hemisphere. The five lands are densely covered with tree growth. Primitive believed to evolved from tree-dwelling primates after a minor human species became extinct. Population estimates at tens of millions.

The world is famous for its beautiful, free-floating "air cities", which hover in the atmosphere at many different levels and rarely, if ever, touch the planet's surface. All available land on the planet's surface is farmed, forested, or mined, often with the aid of climate control. 35 starship construction slips spread out between various cities build the infrastructure and floating cities. 1,2 million ringworld humans (non Illentir) live here as colonists escaping the ringworld's radiation.

Independent worlds (Rust)

Way To Go- Way To Go was founded early in the exploration of space by humans. Its name was actually a nick name given by the pilots who followed the navigation beacon placed on the planets desolate surface. At first it was thought the planet held little value save for its navigational values but later pockets of rare minerals was found hidden in several of the deeper craters that pock mark the planets surface. Mining colonies were founded to extract the minerals most of which are forgotten today and are used by many underground groups still trying to eek out a living.

838-1444- A small planetoid devoid of life with a polluted atmosphere. Not long ago the planet was selected as the place to test an advanced terraforming device that was meant to clear the planets eco system of pollution. It failed causing massive climate shifts and even higher pollution levels. Most of the planets population was wiped out within days the others were evacuated. Leaving the planet devoid of life and embraced in caustic gasses.

Prax 732- Prax 732 was discovered by Dr Pray while researching primitive life forms. Prax 732 is a planet covered by oceans with only a few settlements doting the planets surface. Small semi intelligent fish like humanoids which was named after Dr Pray. The creatures use very simple tools and are organized in small communities much like earth monkeys. Several sub species can be founds amongst their number including the Blue Pray which is highly territorial and violent.

Borea- Borea is a lush planet covered by farmlands and dense woodlands. The back water planet is best known for the sweet fruits that are grown here. The few cities that are located on the planet are spaced out in a grid like pattern and only serve to enhance the well maintained transportation system. The people who live here are simple folk who care little about the planets outside of their own system and are content to be left alone.

Transfal- Transfal is covered to a species of moss. Highly resistant to blunt trauma but vulnerable to heat and electrical damage, it is used in construction in place of wood. The planets surface is a lush forest of the moss that covers two thirds of the land.

Cruxor- A small planet that was claimed by both the Kraati and Merseians Both species have long since forgotten the reasons for their conflict but what has not been forgotten is the vast stretches of land polluted with radiation and poisons that left the planet a wasteland. Praxlis Command interdicted the planet after an unknown agency released a viral biological weapon that decimated both sides. Now only outcasts and people looking for a "free" home land to attempt to salvage and reclaim something from the ruins.

Orbitus- A planet in an excentric orbit that causes it to receive periodic astroid strikes. Nothing more than single cell life forms inhabits the oceans.

Tenpole- A small moon which sits in a geosynchronous orbit below the southern pole of a gas giant. It is subject to internal heating due to gravitation effects. Electromagnetic radiation bombards the planet creating world wide Borelalis effects. No Thermal- A barren world that receives very little light and heat from it's dim red sun. A near perpetual ice age that only breaks every seventy years when the orbit of the companion star enters apogee for 5 years.

913-493- This planet is pristine with an abundance of strange life forms that range from fungus to trees and even mammal like creatures of massive size. The people known as the templar discovered this planet and deemed it holy so formed a small colony on its moon which became known as Temple. Little is known about the planet it self but rumors abound of the strange plants and their potential for medical advances.

Prax 1911- Prax 1911 was discovered by chance and chance alone. What was thought to be a garbled distress signal was tracked by the navy to the system. The radio signals where found to be a purely natural occurrence. A few years later the GeoMine corporation set up several mining facilities on the planets surface. To this day the mines produce some of the purest rare metals to be found any where and the planet is heavily guarded by para-military forces.

Alpha 249-B- The planet being rich in natural resources drew the attention of large corporations as well as colonists early in the exploration of the sector. Small colonies doted the planet at various location seeking to exploit the mineral wealth. It was unknown that the planets atmosphere held an unknown chemical that proved to be a slow acting poison. Rumors of curses and unseen monsters in the darkness began when people began to die. In a few short years the planet was evacuated and left to its own future. There is no antidote for the poison and it easily overcomes the most advanced protective suits. Robots are even affected by the corrosive nature of the poison.

Another Rock- A desolate rock of a small planet devoid of life save for a single small observation point manned by scientist who are observing the strange geomagnetic pulses that are emitted from the suns surface. The clinic is headed up by Dr Willard. A man of small stature but large of mouth. Argumentative and ego driven he seldom ever admits or even thinks he may be wrong.

Prax 1066- A high energy world in near orbit of a large star. Solar energy is collected and stored in massive capacitors for shipping and conversion to maser energy which is beamed to outlaying stations.

Puddle- Puddle is a back water planet populated by Styrens and Hopper. They are a peaceful group that harvests natural foods from the their watery planets depths. As time progressed many of the Styren and Hopper looked to independence from their home worlds. This is a cause of much debate. It is rumored that the Styren might send their clones in to maintain their colony.

Willy's World- Every one knows Willy's world. The planet is a well know resort with large amusement parks scattered all over the surface. The icon Willy the walrus a well known icon of the planet is seen in advertisements in all known space. Climate ranges from tropical to sub artic offering a wide array of seasons and climates to enjoy. It is said that anything can be purchased on Willy's World for the right price.

Lost Hope- Lost hope was the final battle ground for a group of presumed Ancients that fought in the war which destroyed them. They retreated to this world after fighting several losing battles and made their last stand here. Salvagers frequent the planet searching through the vast amount of wreckage in the hope of finding a working machine or lost technology. The planet is overrun with mutated animals and toxic plants.

Gayspar- Gayspar is a world that is both rock and desolate. Its surface rises into vast peaks while the valleys are riddled with pools of molten rock. The only breathable air is at the planets highest elevations as the areas around the lava are chocked with sulfur gases. A few colonies have managed to eek out a living here mining oar and chemicals from the molten valleys.

Jabberwock- Jabberwock is taken from the name of the strange creatures that where first encountered here. Strange bipedal lizard like creatures whose upper arms are actually wings much like a bat. Their elongated mouths are filled with razor sharp teeth and they have been compared to flying sharks. The surface of the planet is hot damp and tropical in nature with vast jungles. Little is known of the planet and survey teams are scheduled to explore its surface in depth.

Rip Off- Rumored to have black market slips which construct unregistered starships. It is a lawless pirate haven and wretched hive of scum and villainy. The world is a moon (of 23) orbiting a ringed gas giant. Sun has severe solar flare activity. Dense stellar nebula, make navigation difficult and risky. Surface is arid and acrid with intense electrical storms and ionization. Robots cannot operate outdoors. 90% of the population lives underground. Named Rip Off after original colonists of were sold false readings and abandoned there to rot. Current population 150 thousand only 30% original colonial descendants, rest are malcontents who had no where else to go.

Gooseria- The planet is a desert planet for the most part with vast reaches of rocky terrain that is broken up by small oases where plant life grows plentiful around small ponds. The water seams to dry up at these locations rather quickly and new ones open up with seismic activities. The plants themselves have adapted to this and have evolved a sort of locomotion and that allows them to migrate from waterhole to waterhole.

Pralendes- A calm warm climate plenty of water and natural resources and a wife range of animal and plant life bless this world. An open world under debate for colonization.

Iolanthe- A planet desolate of water life and breathable air. The only thing it seams to have a great deal of is radiation. Three large cities have how ever been erected covered with protective domes that keep a safe atmosphere in and the radiation out. The chief resource is of course the radioactive minerals which are used for both weapons and fuel. The government takes a great deal of interest in control of its citizens and is known for its heavy handed tactics when dealing with radicals and criminals

Ag 4284- This planet was a rare find. It was dubbed a garden of Eden and has more than ample resources for potential colonists. The planet has been interdicted by Praxlis Command while exploration and surveys are conducted.

Praxlis II- Praxlis II is a ringworld orbiting a type K orange dwarf star. An ancient artifact the ringworld show signs of having been several damaged by meson bombardment. Much of the former technology has been lost. It is now a primitive agricultural world supplying foodstuffs to Praxlis on the marginal areas where foodstuffs can be produced. It is an interdicted system under an Amber Zone designation. Directly controlled by Praxlis and the colonial navy. Populations from each sector world live here spread out over an area of approximately 600 thousand Earth sized worlds. Half the worlds being terrestrial models the other water worlds. The modelled worlds alternate between terrestrial and water. One terrestrial world is a surface copy of Terra. It is believed the other terrestrial worlds are modelled after planets from known space. Population estimated at tens of billions.

Praxlis- Sector capital. Praxlis was named for the last captain of the starship Home. Captain Elsa Praxlis was preparing to begin the long voyage to the Solomani Confederation capital of Home nearly 3000 parsecs distant when the ship misjumped bringing her and her crew to Praxlis a world of artificial construction by being a rosette of three gas giants and three terrestrial worlds orbiting a common center of mass. With the jump drive destroyed Captain Praxlis was stranded. Low on supplies she landed to forage the surface for fuel and food and became infatuated with the planet. The brave decision was made to disembark and begin life anew. With the secondary craft Captain Praxlis and the crew set forth to claim the sector and do their best to rebuild the more capable jump drive to send world back to the Solomani Confederation about the great find. Each of the three crews of Home were assigned to one of the terrestrial worlds. Captain Praxlis then began a development plan to insure that each world advanced at the same rate while rotating crew sections out for exploratory surveys. The current population of the three terrestrial worlds is at 41.2 million.

Prax 1342- A barren little rock that is thought of more like a moon than any thing else. Its cratered surface has little value beyond the sand that makes a strange glass that seams to glow with its own inner fire. A single camp is maintained on the surface to mine the sand and maintain a search and rescue team to respond to any shipping hazards

266-1246- A large gas giant that has a station rotating around it. The station is considered derelict and avoided by most. Although that is not actually the case A civil war on board the station has lead most governments to simply write the place off. The station is the size of a small moonlet and was put in orbit to help harvest the gases from the gas giants clouds. In time political differences between three groups lead to small brawls then out right combat. Entire sections of the station have been destroyed and small groups of roaming combatants move through its corridors like gangs killing one another.

Josephine- Named after the child of a naval officer Josephine is often thought of as a world of harmony and fairy tale like wonder but below its pristine appearance lies a political whirlpool of espionage assassinations and bribery. Although most citizens are happy they are ruled with a tight grip, an underground group of rogues work tirelessly to try and topple the current system of rule. The government has such a tight grip on the media that few know they exist.

Seraphine- Paranoia is the rule of this world. Scientist trying to form a new government built a super computer and linked it to every aspect of the planets colony right down to the doors and heating. It watches every thing and controls every aspect of the population from work to food supplies. People have learned not to ask to many questions as the answers are something they prefer to avoid. Robots are first class citizens on Seraphine.

Strephon- The population lives low-tech lifestyle yet possess certain advanced technologies that make most worlds bitter with envy. The principle import how ever is advanced plastics and other items which may cause pollution in their creation as such things are banned on the planet's surface. Small rivalries between planetary governments have arisen now and again but the chief threat is not within the population but in the stars above the surface. Pirates have taken to raiding the planet shipping lanes and rumors are they are actually hired by the government of Melinda who has laid claim to the planet

Melinda- Founded by bitter industrialists the planet is one of pollution and decay, The industrialists actually located the planet Strephon long before it was populated and failed to take steps to actually lay physical claim. Today this has grown into a bitter feud as the ruling body of Melinda believe the rich resources that have not been squandered on Strephon belong to them. Rumor is the government of Melinda has hired privateers to raid the shipping lanes of Strephon in hope of causing an economic collapse.

Miranda IV- A small planet known as Miranda IV. The colony is actually less than 10 years old and ruled by its founder. Mary Miranda. She is known for her charitable works and kind heart. In an effort to insure the people have a say in the government and its rulings she set up a council that votes on all major issues while she has a single vote she dose hold the right to veto 5 votes each year. The colony ekes out a living harvesting small amounts of minerals and raises crops in the fields which surround the settlement. To date there are fewer than 40000 people living here and no army or means of self defense what so ever.

Dulinor- An arctic planet of bitter extreme cold. No life has been found here to date but there is an amazing amount of fossil fuels which bring those who would strike it rich. Miners usually end up dead, lost or severely injured and traumatized. Drilling platforms dot the surface of this frozen planet whose only value beyond the oil is the frozen water which has become a secondary form of income for the planet. As this planet has no actual air beyond the oxygen which is part of the water massive fracking plants support the only major city breaking water into its key components. The oxygen is then flushed with exhaled gasses and introduced back into the system. If it was not for these plants the city would not be here as it is simply to far out of the way to provide any real reliable means to get oxygen to the city.

Asselope- A rich grassland covered planet with hundreds of animal types that range from Gazgas. (A small rodent like creature) To Barithian claw cats which travel in prides with as many as 50 members. (Monstrous in size yet timed and easily frightened into stampedes. The principle source of income for this small planet is the hunting parties that come here every year to track and bag one or many of the animals that live here. Several animal rights groups have laid protest to this however and acts of eco terrorism are not uncommon. The Dirdir journey en masse to this world as well.

Ren's Field- A belt of rogue asteroids that rotates around a strange asteroid. The cluster of rocks them selves was named after a famed pirate who had a secret base hidden amongst the rocks. The strange orbits of the rocks how ever became the pirate’s demise. The wreckage of his ship was found by a naval patrol ship dispatched to locate him and bring him to justice. Since that time the cluster has been avoided by all save the bravest or dumbest of pilots and no real information about any mineral content is known.

Rock Fall- A barren planet that is constantly under a barrage from small meteorites. If it was not for the rare minerals on the planet the planet would have been left well alone. For safety reasons the few settlements on the planet are buried deep under ground and are linked to one another by tunnels. Vast mines are the only source of income for the planet but has made the few people of power here very rich. The planets population is divided into groups The lowest of which are the serfs. They are slaves and not allowed the honor of wearing clothing. Above them is free men Who are unskilled workers. Above them are the journeymen. Men who are skilled in such things as metal smithing. Next are the foremen.. Then grade 3 to 1 execs and then the Members of the board. Many people often confuse the nude serfs as being a sexual measure but the truth of the matter is no one by law may have a relationship with some one of a higher or lower class. The reason behind the nudity is to easily identify the serfs and to prevent them from concealing weapons. Each member of the higher social classes has a color of clothing that designates their rank and a small patch or crest to show their job. The planets most popular past time is of course the dome. The dome is a giant athletic facility where especially bread serfs compete in random events. The event for each competition being chosen by a random drawing by a referee and the events range from boxing to basket ball to swimming or racing. The prized serfs who compete within these events professionally are skilled in virtually every known sport and earn their masters a great deal of wealth though betting and prizes.

Pryidium- A planet that little if any thing is known about. Only a rough outline was given by the scout ship that found the planet and soon there after the scout was lost. No further information has since become known. The planet is roughly one third desert with a breathable atmosphere. Most of the dry surface is covered in prairie and life is abundant. An ancient ship wreck was spotted in the dense jungle whose make and origin are unknown.

Lost Fire- Lost Fire is a strange planet that seams part sun part moon. It surface is comprised of molten rock with small islands of highly dense crystals which are resistant to the extreme heat. Small colonies have been founded on most of the larger islands to mine the crystals and molten metals found in the magna. The political system is balkanized. Several of the island colonies claim leadership over the whole of the planet and skirmishes are a constant threat. Although to this date no major conflicts have arisen

Too Wild- Too wild is actually a great name for the planet. Large carnivores roam the planets light forest and plains hunting one another as there are no actual herbivores beyond the small insects that eat the foliage and in turn are hunted. At first several colonies where founded in the forest to harvest the highly valuable trees but most have been over run by the beasts which are known to hunt in packs as large as 50 or more and left to rot. Scavenger ships have often been found in orbit trying to salvage from the ruins but most such ventures end in disaster. To date there is only one highly fortified colony on the planets surface with a team of medical technicians exploring for new drugs. Dirdir make this planet a ritual stop for the sake of their hunt.
