The chilette are the royal advisors and they help the nio make his decisions, to the best of their ability.
Benefits
Besides a hefty salary, they also get political influence and (unofficially) ways to see to their own interests. Most chilette are also businessmen and therefore have their own agendas when helping the nio come to a decision.
