This item is incredibly complex and only a specialized Magical Artificier is capable of building such an exquisite item

This technology was invented by Alex Horley upon his discovery of the base resource material used in it: Brumestone. However, it took him years to finally finish the creation and show it to the people, which he did in a public display in Angra
