Garu by Eyes of Sleeping Hollow

Garu, a raven tengu is the true lead of the cleaning crews at the Heavenly Palace in Sumichou. Though he lets Maga, the baba yaga yokai, think she's the one in charge so she'll do all the scheduling. His smooth talking almost always gets him his way. He's sure it's because Maga's sweet on him. But she says she humors him because his insights are usually spot on and he makes her work easier. He's confident, conniving, and doesn't trust the League of Guardians.

Talents

He's had to live for years without a lot of ki, because the Akumakai leaders cut off the energy flow from the outside to control the population. For magic, he's particularly adept at stretching the amount he has available. While his spells may be just barely powered, they are always effective.
