The Council of Tollania was held in the ruins of the citadel of Tollania, the last Magelord Stronghold to fall to the rebellion of their mortal subjects. There, the remaining rulers of the world, mortals one and all, established the Charter Schools of Sorcery and the treaties that ensure the organisation's power across the entire world. They also agreed that military use of sorcery should forevermore be limited to hunting the Undead.
