The Pirate Council
The Pirate Council consists of the most powerful of the pirate lords of the Shackles. Each controls one of the major ports of the region. They are led by the Hurricane Queen, who rules the Shackles with the support of the members.
The current Hurricane Queen is Tessa Fairwind. She succeeded the previous Hurricane King Kerdak Bonefist in 4715 AR.
The winner of the annual Free Captains' Regatta is awarded a seat on the Council.
