Steel Hawks
The Steel Hawks' only real responsibility today is to keep watch over the entrance to Scrapwall. Before the Lords of Rust took over, the Steel Hawks guarded this post to ensure that only exiles, criminals, and other castoffs from society were allowed into their tiny nation of junk, and that crusaders or others seeking to disrupt their way of life were turned away. Despite the upheaval in Scrapwall, all newcomers to Scrapwall must answer the Steel Hawks' questions before they're allowed to proceed onward.
Structure
Their leader, a ferocious and intimidating bear of a man named Varagio, gambled and lost in a conflict in the Scrapmaster's Arena against the Lords of Rust, and was killed by Kulgara in a particularly gory battle. Rather than disband the Steel Hawks, the Lords of Rust let the gang continue to exist, awarding leadership to an ex-Smiler thug named Birdfood who was only too eager to bow down before the new masters of Scrapwall, much to the shame and frustration of the surviving Steel Hawks, who view Birdfood as an interloper.
