Specific Ruling Activities Division

The Specific Ruling Activities Division would be the equivalent of the "highest court of the land." They determine the scope and applicability of the Seventeen Regulations to a situation, and serve as the court of final appeals for disputed Guidance renderings  SRAD compiles and reviews every action of the Arbiters. Analyzing all of these events allows for detection of events which are outside of predictable and therefore easily manageable patterns. Their goal is to critique Guidances or Regulations with an eye towards sustainability of the common will of the Federacy: the collective desired counsel of all of the Federacy Member States.    A simplistic example: operating a personally controlled vehicle "too fast" is against Guidance, since it could result in error and damage. 20 years ago, accepted speed rates were set based upon the available technology. Today, various localities notice that there is an increase in the number of violations and conclude correctly that newer technology vehicles can be used safely at higher speeds and that people are actually operating them because they "feel safer." SRAD would recommend change of this Guidance to handle that.
