Colonial Affairs Directorate
The Colonial Affairs Directorate deals with colonization of systems and has as a primary goal of promoting their development to a place of self-sustainment. The current policy of CAD is to hand over promising planets to a Major House, however, with more worlds being both farther away and being Worlds of Interest, some members of the Federacy are wondering if systems are being withheld on bureaucratic technicalities.
