Directors

At the top of the B-crat hierarchy are the Directors. There is typically one Director and one or more Assistant Directors (this is what's known as a Practical Redundancy in Federacy parlance). Directors are directly responsible for the activities of their Directorate , the functions and scope which vary significantly. It's often joked that even an Assistant can do the Director's job, and while this is generally true, Directors carry the weight (and knowledge and competency) of an Arbiter. They are typically answerable to High Officials. Directors always function as a Triume except where highly impractical.  

Administrator

The practical day to day managers of organizations, Administrators are middle ranking B-crats which are drawn from experienced Assistants/Secretaries. This is the place of first level of true responsibility. They are responsible for most initial General Level authorizations and have to make sure that Assistants and Secretaries work are correctly processed. Administrators also function as Triumes.   

Assistants and Secretaries

The day to day operatives of organizations, Assistants and Secretaries in that Assistants work directly with/for an Administrator (and are typically trained to function as sub-administrators - that Practical Redundancy which the Federacy is so fond of) where as a Secretary works for the Common Pool in the role of general activities clerk.

B'crats in Federacy society fill the crucial role of "human interface of the organic machine." Not very pretty, but it's B'crats who keep things human. They ensure the orderly processing of information and action at a government level.

Most organizations understand B'crats importance and value their health at all levels. Advanced technologies, for example, are quite capable of monitoring the physical and emotional states of B'crats, and solutions systems make sure that B'crats have whatever they need to be peaceful and content at their job (for example, Stress Breaks after dealing with challenging customers are actually mandatory and built into the system).

Workplaces for B-crats vary widely from organization to organization, as each has it's own perception of what works best. However, they are always functioned with superior computing and communication gear as their work functions depend upon it. Because of the extensiveness and effectiveness of monitoring technologies, B-crats can literally work almost anywhere in a star system, though typically within the range of a few light sections (because communication speeds are limited to the effective range and speed of the transmission/reception systems and the computer servers which are the foundation of administrative work.

Inevitably, B'crats are responsible for making sure that things are done according to the rules. At the lowest levels, they are responsible for insuring that things are filed and filed properly - this means put in the appropriate system in the appropriate way. If things are completely in order, the lowest level can typically handle transactions that are routine, for example, the extension/re-issue of an existing General Level license. At the middle or Administrator levels, they typically authorize new instances of requests, such as a new General Level license, or re-issue Sensitive Level instruments - Interstellar Pilot Licenses, for example. Even in these circumstances, lower level clerks do all the filing and preparations in order to streamline the process and minimize the amount of unnecessary exposure by a higher level. At the directorate level they handle High Level Instruments - such as the licensing of Navigators, Interstellar Pilots, or Psions.
