The Court of Imperials colonizes the microcosms around them. They also begin to explore the 3rd level of the Eternal Endeavor.

The Expansion Wars is rightly sited as starting with the ideology of Divine Justice laid down by the philosopher Kodinanda Rasudan. His work explored the framework that Ibrendenander used to create the Court of Imperials. He believed that it was her desire to allow all peoples to prosper and flourish that led her to conquer the Krada microcosm. He called it Divine Justice. Believing it to be unjust to stand by and allow others to suffer. He advocated intercession and intervention when one had the ability.  This idea would be taken by later imperials and turned into the justification for the Expansion Wars. They believed that they were bringing stability and prosperity to those they subjugated and colonized.
