Adeptus Arbites
The Adeptus Arbites is the para-military arm of the Imperial Law. They are an imperial institution and oversee the payment of tithe, application of Imperial Laws such as psyker culls, imperial eugenism and compliance to religious and administrative elements.
While technically hard to apply most of the time, the Adeptus Arbites power is absolute over local government.
