The Shining Atoll was quite limited in its direct financial and military power, but managed to fully lay claim to a large area of space rich in various high-value minerals. It made use of this region primarily by leasing out mining rights to other Enterprises, which gave it a greatly outsized level of political and economic influence on the Rim.
