The Science Charter
The Science Charter is the formal document that establishes the rights of the Science Department, as well as the obligations of both military and civil government. It codifies all responsibilities of all involved sides, as well as punitive measures in case one of the sides refuses to do their part.
The Science Department is legally considered to be an extraterritorial faction. In effect, their Science Compounds are considered their own nation with their own law. Additionally, the Science Department has the right to its own independent bodyguards, the Battle Spears which are a group empowered with the rare Superserum. Said Superserum is also limited to the Science Department, with no other party allowed to create, own, or investigate said serum. This monopoly is codified and may not be violated.
There are formal restrictions to what Battle Spears are allowed to do outside the territory of the Science Departments. Specifically, they are not allowed to violate the monopoly on violence that the government possesses. Self-defense is permitted, but even that is within codified restrictions. That said, it is allowed for both sides to negotiate a change to these restrictions. However, no unilateral demands may be made.
An important part of the Science Charter is that it establishes the budget that must be provided by the government, a yearly tribute so that the Science Department can pay its staff and suppliers in global currency. In turn, the Science Department provides medical care. All care above a certain amount must be paid for by the government. The legal limits to how much of these costs can be passed on to its citizens, is covered by laws regarding Universal Basic Income and is not part of the Science Charter.
There is currently pressure regarding the restrictions placed upon all sides of the Science Charter. However, this is exactly the kind of situation why these stringent rules apply. If either side were to actively violate them, punitive measures would apply. As such, even opponents of the restrictions make sure to tread carefully.
