Courage Program

Bravery is hard to learn. Instincts need a lot of effort to override. Even the toughest soldier might freeze up in the face of danger, especially if they recognize the other side. This is where the Courage Program comes in. Through a set of treatment protocols, we establish not just the understanding, but the instincts. So that deep down, when push comes to shove, the person is not just faking courage, but actually is courage personified.
— Part of a classified sales pitch of the Courage Program
The Courage Program is an experimental mental treatment program which aims to plant subconscious controls, to help plant specific triggers that override someone's instincts. The official declared intent is to help Defenders stand fast in the face of danger, no matter whether this comes in the form of an Ursa Major or as a group of hostile Pillagers. The program has been in development for years, slowly growing a foothold through increasingly successful human tests.   Participants and detailed results are classified, there is only a limited amount of info shared with the and Defender leadership. All known tests have, of course, handed over formal agreements and study the aftermath. So far, despite setbacks, there is still growing satisfaction regarding the results.

There are a few big misgivings when it comes to the Courage Program. First of all, it deals with subconscious triggers. This includes actual tests that confirm whether the implanted triggers are still functional properly. That kind of act is not something that is just for helping people be brave. It also means the test participants are not always aware of the precise instincts they were implanted with. This contrasts with similar programs run by the Science Department, which are designed for actual awareness by the subjects.   The second is that not all the experiment information is public. There are, in fact, tests run on people without clear proper documentation. As such, there was a significant possibility the program could be abused without proper accountability. And by now, that possibility has already been proven to be a fact multiple times. There are people out there who are ticking time bombs and unaware of the fact, and we only know of a few of them. This program and its performers thusly cannot be considered anything but a disgrace.
