The Council of Nine
There are many magic users in Kyre, enough to shift the power balance unexpectedly. To promote stability and peace, there are various organizations that recognize, license, and track magic users. The center of this international effort is the Council of Nine.
Structure
The Nine at the top have the final say as to the organization's dealings, but much of the operations are delegated to others. There are delegates that work with local governments and magic schools to track magic users, instructors in their own certification programs, and recordkeepers in the headquarters.
Public Agenda
The Council of Nine promotes the use of magic on Kyre while assuaging people's fears of its power by certifying magic users as capable and trustworthy on a case-by-case basis. Although operations have expanded since the beginnings of the organization, the Nine still personally review each case for final approvals.
Regulating magic use starts with education. These days, any respectable magic school around the greater part of Kyre needs to work with the Council of Nine. Community outreach is also important because not all magic users get their power from learning, and the spontaneous acquiring of magic abilities can happen to anyone even if it's rare. While certain casting classes are not exactly illegal, some of the non-academic ones are prone to volatility if they don't receive the right support systems.
