Zeitang: the twin cities
The Sasaki clan.
A hundred years before the great war there was only one city of Zeitang. The city was the largest city in all of Kuhaku, until the arch mages moved in. once the arch mages moved in the magic exploded and little by little the once small farming city of Zeitang was the magic capital of the realm. The twin lords (Kiichiro and Takaya Sasaki) couldn't agree on how to handle this. While Kiichiro thought that the city should be holding on to its roots and only use the magic to help with the agriculture, Takaya wanted to embrace the cities new identity and discard their old traditions. This led to the eventual split into North and south Zeitang. to this day Kiichiro and Takaya's decedents cant agree on anything, and are constantly trying to take over one another's land and push out their borders.
The Population
The Population of North Zeitang is mostly populated by the native bestial species i.e.: shifters, Loxodon, centaur. while these bestial ancestries make up over 80% of the population, they only make up about 3% of the noble population; which is mostly human and sylvian ancestries i.e.: elves, gnomes, satyrs. This has lead to high tensions between the plebian and aristocratic classes.
In south Zeitang the population is very different. Both the impoverished and wealthy classes are mad up almost entirely of the sylvan races. Because of the innate magic that resides within the sylvian ancestries it draws them to the high amount of magic that resides within the city.
The Government
North Zeitang has very little government control, with it acting more like a security force than a Government. Because of the heavy focus on farming and selling goods, their is little need for bureaucracy and lots of need for protection. This fact is the reason why taxes within the city are astronomically high, often leading to many people living under one roof.
South Zeitang has the second most complicated bureaucracy in all of Kuhaku. while complicated, in short it boils down to this: ten of the smartest and most powerful arc-mages in all of Kuhaku make all of the decisions for the city.
The Military
IN north Zeitang military presence is very small outside of the city walls. most of the military are regular guards protecting the people within the city. because the city is the breadbasket of Kuhaku no one would dare attack them, and therefor they have very little outside military presence.
South Zeitang on the other hand needs no military as the entire population is made up of some of the most powerful magic users in Kuhaku. many people believe that they have a secret army of monsters just incase anyone has the balls to attack them.
Commerce
North Zeitang make 99.9% of its money through the selling of it's farming products. Other than this the city has little to offer other than relaxing getaways and water fall spas in the countryside.
South Zeitang has essentially no economy. Because the most people can create as much gold as they want, the city runs off of the currency of knowledge more than anything else. If you were trying to get some sort of magical item within the city, most sellers wouldn't take your gold but rather, some of your hair, spell components, or even a personal belonging like a locket or ring.
Organizations/religions
North Zeitang has very little connection to the gods other than Jizo who is the patron god of the city, but is rarely worshiped. Most organizations have bases within the city but no major facilities exist.
South Zeitang has tight relationships with all magical guilds and organizations, all of which have their main facilities inside of the city. while most of the residents aren't religious, many worship Benjiro as he fuels the arcane magic which the city thrives off of.
