The Grinning Decree
Hidden throughout the lands of Vrellez, as separate estates or within towns and cities are disguised nobles, hiding their vampiric nature beneath a veneer of nobility and elegance. Blending in with the regular nobility of the land, they carry their individual agendas in a shroud of mystery.
Under The Grinning Decree are various clans and factions, some well known, others operating in obscurity. These factions are known as "Clouds", with each cloud functioning as a collective banner and facet under which various noble houses represent as a collective. Many of these clouds are led by vampire lords, creatures that hold a great deal of influence over their developed domain. At least 2 noble houses must agree to represent a cloud before they may be properly considered as one under the laws of The Grinning Decree.
Dhampirs of The Grinning Decree
Lacking the intricate power over a domain and the denizens within, Dhampirs are seen as lesser forms derived from incomplete vampires and are as such less respected than both full fledged vampires and vampire lords alike. That being said, many serve established Clouds and fewer still lead Clouds of their own, though their rise to power is an uphill battle, a small few have been known to hold great influence, such as the Dhampir known as Ilse Wozniak, who rose to be one of the most powerful noble houses under the Albescu Edict cloud. Though she was eventually killed in a quarrel with the house of De'Rosso of the Bongiovanni Requisition cloud, her legacy as a powerful yet feared influence carried on as a near mythical inspiration to many dhampirs wished to involve themselves with The Grinning Decree.
