Frie of Hasschtau
The Frie of Hasschtau is the governing body of the city-state of Hasschtau and the surrounding region for twenty miles in all directions. It is led by the Öwielfu, a militaristic despot. Aides oversee various aspects of the bureaucracy.
In instances where the Öwielfu is not available, the populace - defined as every adult hobgoblin born within the walls - will elect a new one. This is the only form of self-determination among the Kwür inhabitants, as all other aspects of life are dictated with military precision by the Öwielfu and their aides.
