Kâ Sia Lan
The Kâ Sia Lan is the leader of the La Tsia tribe, and has supreme authority over his people. However, he often has a council of trusted friends and allies for making decisions, and leaves most civic matters to local leaders throughout the tribe's area. The most important issues in which the Kâ Sia Lan must lead his people involve war and international relations, including commerce and the enforcement of geopolitical boundaries.
Appointment
The Kâ Sia Lan is appointed by the previous River Lord before his death. He is sometimes related to the former leader biologically, but it is not a requirement for the role. The most important factor is the new lord's ability to lead and prowess in combat, and it has often happened that the new leader is a former Frog Warrior.

The Kâ Sia Lan is the highest ranking official of the La Tsia tribe, and in that way is essentially equivalent to an emperor or monarch of a nation, although the territory he commands is significantly smaller than a typical empire or kingdom (partially due to the difficult geography of Lashala). The Khangka equivalent would be the Vmasabadu.
