The Small District
The Small District is aptly named in many ways. The buildings are smaller and more compact as to fit as many homes in as possible, its inhabitants are comprised mostly by the smallfolk and there is no small shortage of illicit goings-on happening all over the district. Though ruled by Lord Gert Wilders, the lord of the district is seemingly powerless when compared to the gangs that run rampart through the streets of the downtrodden neighbourhood. It is overcrowded, and the majority of city dwellers make their homes here in whatever they can afford. Everything north of the Upper River Split is part of the Small District, and it is a neighbourhood that is quickly being lost to the more ruthless players in the Nurem underworld.
Infrastructure
The Small District is sometimes referred to as 'The Stacks' due to the ramshackle building methods used to accomodate the large population of a borough that has run out of room. Houses have been built literally on top of one another in a way that looks dangerous and unsafe, but as of yet, very few accidents have occured involving toppling buildings. Numerous walkways exist above the streets between the housing stacks, resulting in 'streets above streets' for citizens to get around on.
Guilds and Factions
The Small District is infamous for being (at least, almost certainly. No one knows for sure) the home of the Underguild - the tongue-in-cheek name for the criminal association of gangs and illegal organisations that lurk out of the watchful eye of the city's guards. The Underguild is not unlike the other guilds of the city, but rather than individuals gaining membership, it is organisations that make up it's roster. Nurem is a well kept and upstanding city south of the river, but in the Small District, crime thrives and spreads outward; corrupting the rest of the city.
