Ibsed

One of Nurem's two neighbourhoods that lie outside of the city walls. Ibsed is poorer and more densley populated than Pollock. It is home to many hundreds of refugees who fled to the safety of Nurem during the Great War, only to find that all non-citizens were to be barred from entry into the city-proper. This population of asylum seekers, combined with close proximity to the Small District, has turned Ibsed into a fairly unsafe part of the city and a hotbed of gangs made up of those desperate to escape their hard life for the city beyond the walls that tower above them.   Ibsed's citizens who have lived in the neighbourhood before the war have slowly begun to move away due to the borough's increasing depravity. That being said, Ibsed is not lawless, and many upstanding people make their homes here... while trying to avoid the beggars who flood the streets, as well as Tent Town on the banks of the River Olga.   There are substantiated rumours that the Underguild works with the thuggish cartels in Ibsed to smuggle illicit goods and even people into the city under the guard's noses, though their methods and direct evidence remain hidden.
