House of Obligation
In the most privileged part of Haplam before the gates of the Baston, one of the few grandiose villas appears less as a home and more of a place of duty. This is the House of Obligation, and in many ways, it is the seat of government in Nurem.
After the Four Lords consolidated their power and formed a united rule over Nurem, they pooled their respective stewards together to more efficiently manage the day-to-day activities of the city, as well as execute their more important projects. Little more than a year later, this grew into a burgeoning bureaucracy: the Administration of the Four Lords. As their needs grew, the stewards recieved their current place of residence from Lord Klaid: a fine villa before the gates of the Baston.
The Four Lords meet at the House infrequently, as they prefer to retain the dignity (or illusion) of self rule over their districts. But when they do meet, all meetings happen at the House of Obligation: owned by all, and yet by none.
